Isolated and small societies may be especially vulnerable to pandemic risks. Small societies are often characterized by having limited resources and a significant part of the population engaged in societal governance and management functions. For the particular case of Greenland the major part of governance resources, including emergency response and recovery services are moreover, centered in the capitol Nuuk – and a significant part of the population is distributed in smaller villages and townships along the vast coastal areas of Greenland – with limited and partly difficult access.
In the present context of the covid-19 pandemic, it would be of utmost importance to establish knowledge on the risk associated with a possible spread of the virus to Greenland and to identify and assess possible risks management strategies with respect to their efficiency. The frameworks, methods and tools from the System Engineering course may adequately facilitate for this.
The assignment for the Systems Egineering class of 2020 is a challenging one. The approach we take is that we will all work together as a project team to establish:
Assignment topic- A systems model of the society of Greenland in the face of the covid-19 pandemic.
Based on the systems model we will assess the relevance and efficiency of possible risk management alternatives
As always we will start with a systems identification.
System In the present project we will undertake the systems identification by letting the four project groups represent each their own group of stakeholders:
Emergency and rescue services
Note- I have to work on number 3 Emergency and rescue service. Rest of the options no need.
Each of the groups 1-4 shall make a mapping of what they – in their perspective - consider to be the system individually, with a focus on:
* Boundaries in terms of time and space (geography) *Physical characteristics of the system
*Main functionalities and services of the system
*Consequences (both direct and indirect)
*Possible measures for risk management (i.e. how to reduce risks at the level of avoiding exposures, reducing vulnerability and increasing robustness and resilience)
At the end of phase 1 – each group will assign 1 person who will enter a Drafting Team with the task to collect the mappings provided by each of the groups into one document. Lead of the Drafting Team is the person from the group representing Governance.
A suggested list of contents for this document – systems identification – is:

Scenarios of exposure events, direct and indirect consequences
